With reference to your letter No. 34436/21
of the 30th July, I am directed by the Marquess Curzon
of Kedleston to transmit to you, herewith, for any observations Mr. Secretary Churchill may care to make,
a copy of a despatch from His Majesty's Ambassador

at Tokyo regarding the opium and drug traffic in Formosa.
It is understood from the letter under
reference that the question of checking trans- shipment
at Hong Kong of opium destined for Formosa le under
consideration.

If it is true, as stated in paragraph 9 of the enclosed despatch that such opium is also trans-shipped at Singapore, Mr. Secretary Churchill will probably wish
to consider the practicability of checking trans-shipment
at the latter port as well as at Hong Kong.
4.
A copy of a despatch to Sir G. Eliot on the
subject of the smuggling of opium from Formosa into
China is also enclosed herewith.
